Idoia is a leading expert in GovTech, with over 17 years of professional experience and more than seven focused on open innovation in the public sector. She has led the strategic direction of eleven govtech labs and authored four studies on open innovation in government. Before founding Gobe, she was Director of the PublicTech Lab at IE University and served as Senior Advisor to the Secretary General of the IDB. She holds a Law degree, an MBA from MIT, and a Master’s in International Relations from Georgetown University. Apolitical recognised her as one of the 100 most influential people in the world in digital government.

María has over eight years of experience in strategic and service design, working as a civil servant and consultant for renowned institutions such as the British Government Digital Service (GDS). She has more than three years of experience leading open innovation challenge projects in the public sector. She has contributed to identifying challenges and developing pilots for public administrations, bringing a design-driven approach to service transformation. María holds a bachelor’s degree in Graphic Design and Advertising from the Escuela Superior de Publicidad in Madrid and a master’s degree in Product Design from the Royal College of Art in London.

Laura has over 11 years of professional experience, including more than 6 in the GovTech field. She has worked as a project manager in two open innovation labs and has led eleven GovTech processes with public administrations in the past two years. Her background spans public policy evaluation, the design and implementation of innovation pilots to work with tech startups. She holds a degree in Economics from Universitat Pompeu Fabra and a Master’s in Economic Development and Growth from Lund University.

Diego has over 13 years of professional experience, including more than 7 years in the entrepreneurial ecosystem. He has been involved in managing Spain’s first GovTech accelerator and has carried out market research on over 100 challenges aimed at GovTech startups. His background combines strong business training with a focus on technology and public innovation. He holds a degree in Business Administration from Universidad Autónoma de Madrid and a Master’s in Professional Development from Universidad de Alcalá.

Sofía has over seven years of professional experience, including more than five years in GovTech project management. She has worked as a project manager in four open innovation labs and has coordinated eleven GovTech projects over the past year. She has also led various international initiatives in Europe and Latin America. Sofía has worked for specialized GovTech consultancies, such as PUBLIC in London and the IE PublicTech Lab, the first GovTech center in Spain. She regularly contributes to GovTech publications and speaks at international conferences. Sofía holds a degree in International Relations from IE University and has completed executive training in digital transformation for governments at the Harvard Kennedy School.

With more than ten years of experience in software development and technology leadership, Mencey heads Gobe’s technology and data strategy. He was CTO and co-founder of Bildia, where he spearheaded the product’s architecture and scaling, worked on innovation projects at Accenture for international clients, and also worked as a freelance full-stack developer, building websites and MVPs. At Gobe, he drives the technology roadmap for the Open and Ventures platforms, ensures the quality of the startup database, and bridges technology and business to deliver robust and impactful GovTech solutions. He also leads the exploration and implementation of AI solutions to accelerate the company’s growth, while overseeing governance of internal tools, analytics, security, and operational efficiency.

Natalia has over seven years of professional experience, including more than four in the entrepreneurial ecosystem. She has worked on strategic innovation and cultural transformation projects, as well as market research, and the design and management of digital products. Her background blends business insight with strong user-centred design expertise. She holds a degree in Business Administration from the University of Lima and a Master’s in Sustainable Business and Innovation from EADA Business School.

Guillermo has more than 10 years of professional experience, much of it dedicated to innovation and the management of entrepreneurial ecosystems. He directed innovation services at the Global Sports Innovation Center powered by Microsoft, where he designed and implemented open innovation, acceleration, investment, and strategic consulting programs for public and private clients. He holds a degree in Business Administration and Management from the University of Deusto, with exchange studies at NEOMA Business School, and a master’s degree in Sports Science and Innovation from the École Polytechnique Fédérale de Lausanne (EPFL).

Patricia has over eight years of professional experience, including more than four years in the entrepreneurial ecosystem. She currently leads a GovTech lab as a project manager and has managed eight open innovation challenge programs with public sector organisations. Her background blends strategic design with innovation project management across various sectors. She holds a degree in Design Management and Cultures from the University of the Arts London and a master’s in Digital Product Design from Kschool.

Leyre specializes in managing digital transformation projects in the public sector. She has more than six years of experience, having worked at the GovTech consultancy PUBLIC in London, where she evaluated digital transformation policies, implemented and assessed technology projects, and advised British public sector clients on innovative and sustainable public procurement. Previously, she worked as a commercial advisor at the Spanish Economic and Trade Office in London. Leyre holds a bachelor’s degree in Political Science and International Relations from the University of Birmingham, a master’s degree in Innovation and Entrepreneurship from the University of Bristol, and an MBA in International Management from Menéndez Pelayo International University.

Pamela has over 13 years of professional experience in strategic communication, research, and digital content production. She has worked with international media and organisations across Latin America, the United States, and Spain, with a focus on public interest topics and the development of specialised GovTech reports. She holds a degree in Social Communication from Universidad Católica de Santiago del Estero and a Master’s in Bilingual Journalism from The City University of New York (CUNY).

Mario has over three years of professional experience in graphic design, web design, and digital marketing, with a focus on govtech projects. His background combines creativity and strategic thinking to deliver visual solutions that enhance public innovation and communication. He holds a degree in Industrial Design Engineering and Product Development from Universidad Politécnica de Madrid and a Master’s in Art Direction from Trazos.

Lidia became interested in GovTech during her undergraduate studies in Economics at the University of the Basque Country (UPV/EHU). Since then, she has spent a year and a half at Gobe, actively contributing to open innovation projects. She has also scouted technologies and startups, which has helped her develop a deep understanding of the GovTech ecosystem.
